The Pelileo - Cotaló road serves as an alternative road to the city of Riobamba and moreover, it works as a link between the neighboring towns that base their economy on commerce and agriculture. A correct operation and high serviceability of the road facilitate this communication and exchange of products. For this reason, establishing a maintenance and conservation plan for its structure will allow us to extend its useful life. The first step of the project was the georeferenced survey of the road using a GPS device, obtaining 448 points, with which a georeferenced model was plotted. A vehicle control point was established, counting vehicles in 12-hour intervals during 7 consecutive days, values necessary for the TPDA and the Future Traffic projected to 20 years, obtaining that the study road according to the MOP is a Class I Arterial Corridor. To determine the bearing capacity of the soil, samples were extracted for analysis, resulting in the soil belonging to the fine sand group with an average CBR of 13.71 percent, which indicates that the soil used for subgrade is in the "Fair - Good" range. Using the PCI method, which was performed in 15 sampling units, a value of 82.6 was obtained, which means that the road has a satisfactory level. The behavior of the pavement structure was evidenced in the type I deflections, which indicate a satisfactory behavior. Finally, with all these preliminary studies, a routine road maintenance plan was proposed to recover the serviceability of the road and maintain it in good condition for future years.
