It seeks to increase the cultural, economic and social development of the canton, conserving the ecosystem, especially the páramos that constitute a source of life. The communication strategies are based on defining objectives to achieve objectives, taking into account the path that leads to achieve them, without leaving aside that on the road there are human beings with beliefs, interests, preferences, ideals, etc., trying to include these characteristics in the strategies. Frequently it generates documents that say what to do, without specifying how to reach people. The environmental communication is the means through which a positive message can be spread full of realism regarding the negative consequences that can be generated if measures of protection and care of the Paramus of the canton are not taken, it is of the utmost importance that they be used current methods of communication to be prepared to preserve this area in the best way. In 2002, the Andean Community of Nations (CAN), a trade bloc comprising the South American countries of Bolivia, Colombia, Ecuador and Peru, recognized the Andean páramos or highlands as a border ecosystem with a high conservation priority The páramos are natural ecosystems that are distributed in the highest parts of the mountains, to the limit of the snow. The species have evolved into landscapes consisting of glacial valleys, plains with lagoons, peat swamps and wet grasslands combined with shrubs and forests. From this starting point, environmental communication is applied to disseminate messages for the care and preservation of the páramos of the Tisaleo canton
