The present technical work proposes the implementation of a road conservation model, because the Ambato-Tisaleo road is a communication link between these two cantons and it does not have a road maintenance plan that serves to postpone the useful life of the pavement structure. For the present work a visual evaluation of the surface of the structure was carried out, this method is known as Pavement Condition Index (PCI), which allows to evaluate the type of failure, classify it according to the level of severity and determine in what state is the surface layer of the flexible pavement. The Benkelman Beam being a non-destructive test, which by means of the deflections given by a team dial, allows to know the behavior of the pavement and the subgrade. The Ambato-Tisaleo route in the section given by abscissa 0 + 000 to abscissa 3 + 200 consists of two types of deflections which are: Type I and Type III. When carrying out 4 open pit wells, 50 kg of soil was extracted to perform the following tests: Atterberg Limits, Granulometry, Modified Proctor Type B and CBR, these tests served to classify the soil type and determine that the soil is in a range Good to Regular for subgrade use. When using the methodology already described above, it was concluded that periodic maintenance should be performed from abscissa 0 + 000 to abscissa 1 + 600, while from abscissa 1 + 600 to abscissa 3 + 200 a routine maintenance should be performed, this is due to the current state of it.
