    The diagnosis considered for the validity of this research was conducted in the province of Tungurahua through analysis and interpretation of survey aimed at identifying the shortcomings of higher repetition linked to construction planning, in order to study and propose a model of programming work for incorporating the administrative concepts from a strategic and managerial view. The focus of this planning tool is oriented toward building a culture that seeks permanent continuous improvement of various processes or activities carried out to achieve quality. Evaluation of three hundred eighty-five buildings with implants located in the territory of the province, show a clear abandonment of the different concepts related to planning the construction and total absence of a technical method of execution of the work itself, starting from design, procurement of different resources both human and material and equipment, and the different specific quality control of materials and structural elements of a building intended to house residential activity. The programming model work is necessarily based on known methods such as program evaluation technique (PERT), calculation and establishment of the critical path (CPM), through the analysis of unit prices and raises the incorporation of identifying the different processes constructive and graphically together with their inputs, controls, process activities, products, customers and responsible process, finally this concept raised the need for the construction of indicators to measure the level of management of different processes, identify the level of efficiency, effectiveness and efficiency.
