Carrera de Tecnologías de la Comunicación, 2025-02) Pazmiño Freire Johanna Carolina; Mayorga Mayorga Franklin OswaldoCurrently, public administration, Information and Communication Technologies (ICT) are essential to modernize institutions and optimize services. This research project designs a Strategic Plan for the IT Department of the GAD Municipalidad de Ambato, aimed at strengthening its digital transformation and improving its municipal management. The plan is based on the PETI methodology (Planificación Estratégica de Tecnologías de la Información), structured in four essential phases: situational analysis, business model, IT model and strategic planning. This systematic approach has made it possible to develop a comprehensive proposal that includes a detailed diagnosis of the department, establishing a business model aligned with the Esquema Gubernamental de Sistemas de Información (EGSI) and defining an action plan with specific indicators and schedules. The implementation of PETI suggests concrete strategies for the automation of processes, the strengthening of technological infrastructure and the optimization of resources. The analysis emphasizes the importance of establishing robust cyber security policies, developing training programs in emerging technologies, and adopting monitoring tools. This strategic model lays the foundations for a sustainable digital transformation in the GAD Municipalidad de Ambato, ensuring the continuity of municipal services, improving operational efficiency, and promoting institutional innovation. The proposal not only seeks to modernize technological management, but also to strengthen the municipality's capacity to respond effectively to citizen demands in the digital age.
