Gestión ambiental de cumplimiento para mecánicas de la Asociación 5 de mayo de Tungurahua

Abstract

Este trabajo analiza la gestión ambiental para las mecánicas de la Asociación “5 de Mayo” de Tungurahua, los proponentes de estos proyectos desconocen los beneficios y obligaciones de la obtención e implementación del Registro Ambiental; debido entre otros al incumplimiento de la normativa legal vigente, sus requisitos y plazos. Tampoco cuentan con las instrucciones académicas, técnicas y ambientales adecuadas; por estas y otras razones no se han presentado los Informes Ambientales de Cumplimiento (IAC), que conllevaría sanciones. Este proyecto es de gran interés pues se brindará apoyo a los propietarios a presentar su IAC correspondiente. El trabajo de investigación presenta el análisis previo, la toma de decisiones y la correspondiente ejecución de actividades de los nueve sub-planes del Plan de Manejo Ambiental (PMA) que tienen cada mecánica. Se inició con una evaluación para conocer el cumplimiento de actividades mediante la utilización de una lista de chequeo aplicada en los propios talleres registrando las actividades cumplidas, no cumplidas y las que no aplican. Posteriormente, se ejecutaron las actividades pendientes para adjuntar las evidencias a través de la plataforma virtual Sistema de Gestión y Calidad Ambiental del Honorable Gobierno Provincial de Tungurahua evaluando el cumplimiento del PMA, la normativa ambiental y el cumplimiento de otras obligaciones. También se actualizó el PMA. En la evaluación inicial se determinó que los talleres se encontraban por debajo del 50% del cumplimiento total ya que no han realizado actividades como; en un 75% de incumplimiento en ubicación de señalética de seguridad industrial y mantenimiento del extintor, mientras que la recopilación de información sobre el cumplimiento y efectividad del PMA y la correcta separación, almacenamiento y disposición final de los desechos no han cumplido ninguno de los talleres. Finalizando, se concluye que las mecánicas no cumplen con la gestión ambiental, sin embargo, presionados por la Dirección de Gestión y Calidad Ambiental (DGCA) y por temor a una sanción se logró capacitar y cumplir con las actividades mínimas necesarias para cumplir la gestión y presentar el IAC. Nor do they have adequate academic, technical and environmental instructions; For these and other reasons, the Environmental Compliance Reports, which would entail sanctions, have not been submitted. This project is of great interest as support will be given to the owners to present their corresponding Environmental Compliance Reports. The research paper presents the previous analysis, decision making and the corresponding execution of activities of the nine sub-plans of the Environmental Management Plan (EMP) that each mechanic has. It began with an evaluation to know the fulfillment of activities through the use of a checklist applied in the workshops themselves recording the activities accomplished, unfulfilled and those that do not apply. Subsequently, the pending activities were executed to attach the evidence through the virtual platform Management System and Environmental Quality of the Honorable Provincial Government of Tungurahua assessing compliance with EMP, environmental regulations and compliance with other obligations. EMP was also updated. In the initial evaluation it was determined that the workshops were below 50% of total compliance since they have not carried out activities such as; in a 75% non-compliance in the location of industrial safety signage and fire extinguisher maintenance, while the compilation of information on compliance and effectiveness of EMP and the correct separation, storage and final disposal of waste have not met any of the workshops. Finally, it is concluded that the mechanics do not comply with the environmental management, however, under pressure from the Directorate of Environmental Management and Quality and for fear of a sanction it was possible to train and comply with the minimum activities necessary to comply with the management and present the Environmental Compliance Reports.
