Logística humanitaria en caso de eventos adversos para optimizar los recursos y ayuda disponible en el Cantón Ambato

Abstract

De ocurrir un evento adverso relacionado con sismos o erupciones volcánicas, el presente trabajo de investigación se enfoca al estudio de logística humanitaria, el cual orienta a las autoridades competentes a tomar decisiones para atender la emergencia, ya que históricamente el Cantón ha sufrido desmanes por fenómenos naturales parecidos. El objetivo principal es proponer un modelo de logística humanitaria a ser implementado en Ambato para optimizar los recursos y la ayuda disponible. El desarrollo del proyecto se fundamenta en documentación histórica, cartas topográficas y shapefiles de instituciones científico – técnicas del Ecuador, encargadas de realizar estudios de estas amenazas; para analizar la influencia, el nivel de exposición y otras características del territorio. Se realiza un análisis georreferencial de acuerdo a metodologías cuali – cuantitativas de los recursos institucionales de acuerdo a la división política, con la ayuda de las herramientas informáticas: ArcGIS, Google Earth y SuperDecisions; fundamentado con criterios de Gestión de Riesgos y la teoría de decisiones, específicamente la metodología AHP y punto de equilibrio. Finalmente, considerando la metodología de investigación se obtienen los resultados del estudio de Logística Humanitaria para el Cantón Ambato, siendo estos: los puntos priorizados por AHP para las parroquias urbanas y rurales, un centro de acopio general, las rutas de entrega de ayuda humanitaria y presupuestos de emergencia según el porcentaje de afectación ocasionado. In the case of an adverse event related to earthquakes or volcanic eruptions, the present research work focuses on the study of humanitarian logistics, which guides the competent authorities to make decisions to attend to the emergency, since historically the city has suffered events due to Natural phenomena. The main objective of this work is to propose a humanitarian logistics model to be implemented in Ambato to optimize the resources and available assistance. The development of the project is based on historical documentation, topographic charts and shapefiles of scientific and technical institutions of Ecuador, in charge of studies of these threats; to analyze the influence, level of exposure and other characteristics of the study territory. A georeferential analysis is carried out according to qualitative and quantitative methodologies of the institutional resources according to the political division, with the help of computer tools like: ArcGIS, Google Earth and SuperDecisions; this analysis is based on risk management criteria and decision theory, specifically on the AHP and break-even methodology. Finally, considering the investigation methodology, the results of the Humanitarian Logistics study for Ambato city are obtained, such as: points by AHP for urban and rural parishes, a general collection center, humanitarian aid delivery routes and budgets, all of them according to the percentage of affectation caused.
