An analysis of the current situation of the Vía Cunchibamba – San Andrés was carried out due to its intense commercial and tourist activity, which has caused a notable deterioration in its surface. Given this circumstance, it will be deemed necessary to examine the deficiencies and condition of the road, identifying the most worn areas and critical problems, in order to propose a maintenance plan that guarantees safe and comfortable circulation. A research process was initiated to carry out a georeferenced topographic survey, collecting 550 points. Then, a vehicle count was carried out for 12 continuous hours over 7 consecutive days, determining the projected TPDA and TPDAf for 20 years, considering the road as a Class II Collector. Next, the soil was studied using granulometry tests and Atterberg limits, making pits of one cubic meter for each kilometer and in the initial Abscissa, the California Support test, obtaining an average of 20.43 percent, classifying it as a subgrade quality from Fair to Good and Excellent. In addition, a deflection analysis was carried out in the rolling layer using the Benkelman Beam, showing type I deflections. Finally, the Pavement Condition Index method was used, identifying existing faults on the road to carry out the respective maintenance plan and a reference budget for conservation so that the road can be in an optimal state for its use.

It is important to have a proper maintenance in the road network of a country, because this network with the passage of time is deteriorating according to the existing traffic, as well as other physical and environmental agents that decrease their serviciabiliad, this is how the road infrastructure brings several benefits for the development of a community in social and economic areas. For this reason, in the province of Tungurahua, Pelileo Parish, Artezón Valle Hermoso Sector, a field and laboratory study was carried out to find structural failures, with the objective of proposing a road maintenance plan; thus, through a vehicle count, the current and future traffic was determined, classifying the section as a Type I collector road, on the other hand, through the use of the PCI method, the current physical condition of the pavement was categorized, obtaining a Very Bad rank. A structural analysis was also carried out through the Benkelman beam where the deflections of the road infrastructure were analyzed, categorizing them as Type III where the level of damage was found in the wearing course, in response to the results it was determined that the section needs reconstruction, for this reason, a study of the properties of the soil was carried out to determine the design CBR. Finally, with the results obtained, the pavement structure was designed and a reference budget of $455,406.72 was proposed based on the items and technical specifications included in this project.

The Manzana de Oro road presents a very advanced deterioration, since being poorly designed it generates inconveniences in the mobilization between cantons, which influences Ambato and Cevallos, however, this does not apply only for maintenance since its failures are of great magnitude and are prone to generate accidents, so it is necessary a redesign and improvement of this infrastructure that is beneficial not only for the economy of these sectors but to provide security to the people. To conduct the new design of this road, a topographic study was carried out to identify the conditions in which it is located, based on points that were placed at an established distance. During consecutive hours near the starting point, it was possible to calculate the TPDA planned for 20 years and to conclude that the road belongs to Class R-I according to M.T.O.P. In addition to this, the physical and mechanical properties of the extracted soil were analyzed through soil tests guided under the AASHTO standard, such as moisture content, granulometry, Atterberg limits, modified Proctor and the CBR study which in turn generated results in a range between 11 to 20 percent qualifying the sample as a regular-good soil for pavement design. Finally, a new geometric design of the road was proposed based on the results that allowed unit price analysis and estimation of a reference budget.

Vehicular mobility is essential for the connectivity of various towns and cities, which depends directly on the state and quality of the road infrastructure. Pelileo is recognized for its large textile production, Huambaló for its furniture, and Cotaló for its agro-industrial production. For this reason, it has a significant flow of tourists and producers, thus requiring a red road in optimal conditions, proportion and safety. Based on the above, a georeferenced survey was demonstrated along the section of the road with the implementation of a tape measure and GPS, the result of which was a cloud of 402 points, which were graphed in a digital model. A vehicle count was carried out 7 days a week, 12 hours a day, manually, in the sector with the highest vehicular mobility, where a future traffic of 8272 vehicles/day was obtained, data with which it was possible to classify the road as Motorway or Multilane Highway (AV1). The analysis was carried out according to the pavement condition index, from which a pavement classification as good was obtained, with a value of 68.19. Through the study of the results obtained, a rehabilitation plan is proposed, which must be carried out periodically in order to preserve the road in the best conditions.
